  he aim of this research is to explore the possibility of establishing a systematic and practical framework for assessment, monitoring, and evaluation of the decisions made by the decision makers within humanitarian operations. The objectives are to first identify and compare the existing theory and practice within the body of humanitarian operations decision making. Second, to identify and measure the determinants that influence the decision making withing the humanitarian operations. Third, to design and validate a systematic and practical framework for assessment, monitoring, and evaluation of the decisions made by the decision makers within humanitarian operations.
