  Ethical considerations in cyber control systems are paramount in relationship to R&D and capacity building projects that result in new civil science advancements with practical application in security and defence fields. In this project, the authors highlight the ethical and security conditions for effective and rapid transit to the status of a strong state, among which two main conditions can immediately be distinguished: the presence of an ethical control system that supports strong political leader at the head of the state apparatus and the well-being of the Ukrainian people in relation to ethical cyber control systems.
